THE INVOLVED SEAT BELT BUCKLES WERE IMPROPERLY OR INSUFFICIENTLY LUBRICATED AND THUS MAY NOT RELEASE UPON APPLYING THE MINIMUM FORCE SPECIFIED. THIS MAY CONSTITUTE A NON-COMPLIANCE TO FEDERAL MOTOR VEHICLE SAFETY STANDARD NO. 209, "SEAT BELT ASSEMBLIES".
