VEHICLES ARE CAPABLE OF SPEEDS IN EXCESS OF 30 MPH ALTHOUGH LIGHTING AND BRAKING SYSTEMS ARE NOT ADEQUATE FOR SAFE OPERATION AT THESE SPEEDS.
