THE INVOLVED TRUCKS DO NOT COMPLY WITH FEDERAL MOTOR VEHICLE SAFETY STANDARD NO. 209, "SEAT BELT ASSEMBLIES", IN THAT THE FIRST PURCHASER USAGE AND MAINTENANCE INSTRUCTIONS FOR THE SEAT BELT ASSEMBLY WAS OMITTED FROM THE OPERATOR"S MANUAL WHICH CAME WITH THE VEHICLE.
