A BOAT CAN BE LOADED IN SUCH A MANNER THAT THE WEIGHT OF THE BOAT, GAS, AND OTHER EQUIPMENT MAY NOT BE PROPERLY DISTRIBUTED ON THE TRAILER, CAUSING THE TRAILER TO HAVE INSUFFICIENT TONGUE WEIGHT.
