VEHICLE DESCRIPTION: TRANSIT BUSES. A TETHER STRAP ON THE DRIVER'S SEAT WAS OMITTED. THIS DOES NOT COMPLY WITH THE STRENGTH REQUIREMENTS OF FMVSS NO. 207, SEATING SYSTEMS."
